Yes, this part/drawing mostly focus on Bart.
When the Simpsons sisters are back together, Bart watched some TV and saw a commercial for a new Krusty figurine. Then Bart got all excited and realized that he has just enough money from his allowance to buy the new figurine. Eventually Bart went to the nearest toy store in Springfield. When he was about to buy the figurine, he immediately thought of Maggie because he had a great time spending time with her. So here's Bart having a tough time deciding whether to buy the new Krusty figurine or something special for Maggie in the toy store.
